A few days ago I received a statement showing interest paid on a small passbook savings account I maintain at a local Bank of America branch. On a balance of $3,183.32, they paid me 66 cents for the month, an amount quite accurate at its annual percentage rate (APR) of ¼ percent. And don't think that I've singled out this particular institution for criticism. It's not much different at any of the others. This is about what you get on a savings account, essentially a loan of money to a bank. However, when the bank is loaning the money-for the customers' convenience, of course-the shoe is on the other foot. I just checked my BankAmericard credit card terms: Cash advances are quoted at an APR of 19.99 percent. If you recognize that rate to be higher than ¼ percent, then you get the point, which is that the major institutions we do business with have tilted the playing field grossly in their favor.
